Overview

Delegate Carter is a self-proclaimed member of the Democrat Socialists of America (DSA) He is a failed legislator, having been unsuccessful with legislation in the 2018-2019 term. 

Delegate Carter introduced 12 bills in 2018.  All “failed” except HB 467 Coal ash; recycling or reuse, which was held over for 2019.  Delegate Carter went 0 (passed) for 14 (failed) in 2019, and many Bills were repeats from 2018.

Delegate Carter received an “F” rating from the Virginia Chamber of Commerce for his 2018 anti-business voting record.  He performed even worse in 2019, dropping from a dismal “55” F to an appalling “40”, the lowest score given to ANY member of the House or Senate!

In 2018…

1. Delegate Carter showed his socialist bias against business by having Big Government manage employers. 

  • HB 460 Workers’ compensation; retaliatory discharge of employee.  Prohibits an employer or other person from discharging an employee if the discharge is motivated to any extent by knowledge or belief that the employee has filed a claim or taken, or intends to take, certain other actions under the Virginia Workers’ Compensation Act. Currently, retaliatory discharges are prohibited only if the employer or other person discharged an employee solely because the employee has taken, or intends to take, such an action.

2. Delegate Carter follows in Bernie Sanders’ footsteps eliminating private healthcare

  • HJ 125 Universal health care; JLARC to study cost of implementing. Directs the Joint Legislative Audit and Review (JLARC) to study the cost of implementing universal health care in the Commonwealth.

In 2019…

1. Delegate Carter introduced legislation pitting government employees against Virginians. He does not support the Right to Work laws in Virginia.

  • HB 1764 Government employees; strikes.  Repeals the provisions of the Code of that, among other things, provide that any employee of the Commonwealth, a locality, or other political subdivision who strikes or willfully refuses to perform the duties of his employment is deemed to have terminated his employment and is thereafter ineligible for employment. 

2. Delegate Carter was unsuccessful with Bills as a Co-Patron.  He joined fellow Democrat Danica Roem pushing “failed” Bills.

3. Sponsored Late-Term Abortion Bill – Delegate Guzman co-sponsored the Repeal Act (HB2491), a bill introduced by Delegate Kathy Tran, that would allow for an abortion in the third trimester of pregnancy, including up to the moment of birth and even when a mother is already in labor.

4. As a self-acclaimed Socialist Democrat, Delegate Carter remains true-to-form by objecting to a growing economy that brings jobs to District 50.

5. Opposes Parental Control in Schools – Delegate Carter voted against a bill (HB 2107) to require that public schools ensure parents have the right to review audio-visual materials that contain graphic sexual or violent content within anti-bullying or suicide prevention lessons. Despite Carter’s opposition, the bill overwhelmingly passed the General Assembly and was signed into law by Governor Ralph Northam.

7. Out-of-State Money – Delegate Carter gets most of his funding from out of state sources.  According to VoteSmart.Org raking in 54% of his campaign donations from out of Virginia sources.
